14th BEREC Plenary Meeting in Slovenia

The 14th BEREC plenary meeting took place on 7 and 8 March 2013 in Ljubljana, Slovenia, kindly hosted by the Post and Electronic Communications Agency of the Republic of Slovenia (APEK). It was the first meeting under the chairmanship of Dr Leonidas Kanellos, President of the Hellenic Telecommunications and Post Commission.

The meeting was divided into 2 parts, namely: meeting of the Board of Regulators (7 and 8 March 2013) and meeting of the Management Committee of the BEREC Office (8 March 2013).

The mains results from the afore-mentioned meetings are, as follows:

Board of Regulators

At its first Plenary of 2013, BEREC agreed the headline messages of its opinion on the Commission’s draft recommendation on cost orientation and non-discrimination.

BEREC also adopted the following documents:

  • BEREC Guidelines on the new Roaming Regulation (excluding Articles 3, 4 and 5 on wholesale access and separate sale of services).
  • BEREC Guidance paper in relation to Article 28(2) of the Universal Service Directive: a harmonised BEREC cooperation process, as well as the relevant Consultation report.
  • BEREC response to the Commission the public consultation on the revision of the Recommendation on Relevant Markets.
  • Brief Note on the Commission’s draft Recommendation on implementing the universal service for digital society.
  • BEREC advice on OPTA’s request for assistance concerning Article 25 of the Universal Service Directive.
  •  Decision for the election of the new BEREC Chair for 2014 during the 15th plenary to take place on 6 and 7 June 2013, in Athens, Greece.

The BEREC Chair, Dr Leonidas Kanellos, presented the outcome from the meeting at a public debriefing on 14 March 2013 in Brussels. The presentation of Dr Kanellos is available here.

Management Committee of the BEREC Office

The Management Committee of the BEREC Office during its meeting considered all issues related to the functioning of the BEREC Office, which was established to provide professional and administrative support to BEREC. The most important documents approved by the Management Committee are the 2013 BEREC Office budget and the Amended 2013 BEREC Office Work Programme.

The BEREC Office 2013 budget was slightly cut by the Budgetary Authority during the process of the approval of the general budget of the European Union at the end of 2012 and therefore needed adjustment of the expenditure. That required amending the budgetary tables attached to the BEREC Office Work Programme for 2013, which demonstrates the distribution of the budget between the different activities to be undertaken by the Office in 2013. The current Amended Work Programme replaces the previous version of that document, which was approved by the Management Committee at the end of September 2012.
