Open procurement procedure for the provision of the BEREC External Study on data centres
The Agency for Support for BEREC (BEREC Office), an Agency of the European Union (EU) based in Riga, Latvia, is pleased to announce the launch of an open procurement procedure for the BEREC External Study on data centres (BEREC/2025/OP/0002). The BEREC Office supports the Body of European Regulators for Electronic Communications (BEREC) in ensuring consistent application of the EU regulatory framework for electronic communications.
Total value and deadline
The total estimated value is EUR 100 000 (excluding VAT) for the entire contract duration. This procurement procedure is not divided into lots.
The deadline for receipt of tenders is 7 April 2025, at 14:00 Riga time.
Services required
As detailed in the published procurement documents, the objective of this procurement procedure is to conclude an 8-month service contract to provide a study on data centres.
Data centres are a fundamental element in providing cloud services as well as a large part of the information technologies services supplied to citizens and companies by different actors, such as platform providers and Artificial Intelligence-based services.
The study shall provide a comprehensive analysis of data centres’ deployment and use in Europe, covering their geographic distribution, ownership models, key dependencies (e.g., connectivity, energy demand, sustainability factors), and future trends. By addressing these dimensions in the study, BEREC aims to gain evidence-based insights and a general understanding of the number, characteristics, location, and actors deploying and using data centres in Europe. This will help BEREC and its member National Regulatory Authorities shape future approaches and better support EU and national institutions to ensure that Europe, its citizens, and companies benefit from data centres.

F&T Portal and e-Submission
All interested economic operators are invited to familiarise themselves with the procurement documents available on the F&T Portal and take into account the fact that the BEREC Office uses a specific e-Submission tool for receiving tenders.
The F&T Portal is the main entry point for procurement options managed by the European Commission and other EU institutions and agencies, including the BEREC Office.
The F&T Portal is used for the electronic exchange of information between the BEREC Office and potential tenderers, including questions and answers, and the electronic submission of documents in response to the call for tenders.
