BOARD OF REGULATORS
BEREC is composed of the Board of Regulators. The Board of Regulators is composed of the heads or nominated high-level representatives of the NRA established in each EU Member State with primary responsibility for overseeing the day-to-day operation of the markets for electronic communications networks and services.
The Board of Regulators is open to the participation of regulatory authorities of third countries with primary responsibility in the field of electronic communications, where those third countries have entered into agreements with the Union to that effect.
The Board of Regulators appoints its Chair and Vice-Chairs from among its members. The term of office of the Chair and of the Vice-Chairs is one year. Before serving her/his term as Chair for one year, the Chair has firstly to serve one year as a Vice-Chair. For ensuring continuity of BERECs' work, the Chair has to serve as a Vice-Chair for the year following her/his term as Chair.
Every year the Board of Regulators appoints the Chair for the year subsequent to the following year and the Vice-Chairs for the following year. The term of office of the Chair is renewable once.
The BEREC Chair for 2023 is Prof. Konstantinos Masselos, President of the Hellenic Telecommunications & Post Commission (EETT, Greece), who was elected on 30 September 2021 by the BEREC Board of Regulators.
The BEREC Vice-Chairs for 2023 are the following:
- Ms Annemarie Sipkes (ACM, the Netherlands)
- Mr Tonko Obuljen (HAKOM, Croatia)
- Ms Hana Továrková (CTU, Czech Republic)
- Mr Robert Mourik (ComReg, Ireland)
The BEREC Chair and Vice-Chairs together with the representative of participants without voting rights - Mr Branko Kovijanić (EKIP, Montenegro) compose the Mini-Board. The main duty of the Mini-Board is to assist the Chair in the performance of his duties.
According to the BEREC Rules of Procedures, the Board of Regulators is assisted by a working group called the Contact Network, which is composed of senior representatives of the BEREC NRAs. It is also open to the participation of regulatory authorities of third countries with primary responsibility in the field of electronic communications, where those third countries have entered into agreements with the Union to that effect. The Contact Network is chaired by a representative of the Chair of the Board of Regulators. The 2023 BEREC Contact Network Chair is Ms Ioanna Choudalaki from EETT.
The Contact Network ensures the coordination of the proposals to be considered by the Board of Regulators and the BEREC Office Management Board. The Board of Regulators may decide to delegate some of its duties to the Contact Network.
In addition, the work of BEREC is organised into Working Groups (WGs), which work on specific topics that are included in the BEREC Work Programme or that arise on an Ad Hoc basis, following requests for advice or opinions from the EU Institutions. The WGs are led by two co-Chairs from different NRAs and include their respective experts.
