What is cybersecurity of a network and how is it related to resilience?

Network cybersecurity refers to the practices, technologies and policies that defend communication infrastructures against unauthorised access, disruption and damage. Among other things, it includes securing hardware, software and the data. Effective network cybersecurity anticipates risks, detects intrusions quickly, and responds decisively to minimise harm.

Resilience is the ability of networks and services to withstand and recover from incidents, such as cyberattacks. Therefore, resilience is the base of cybersecurity:

  • Robust mechanisms reduce the likelihood of successful attacks.
  • Strong, well-designed networks maintain essential functions during incidents.
  • Swift responses limit the impacts and protect people and businesses.

What is BEREC’s role in enhancing the network security and resilience?

In Europe, protecting communication infrastructures involves many stakeholders. The Body of European Regulators for Electronic Communications (BEREC) plays an important role in achieving this goal by working closely with many partners at different levels. Together with the relevant authorities in Member States, industry associations, EUROPOL, the EU Agency for Cybersecurity (ENISA), the NIS Cooperation Group (NIS CG) and the European Commission, BEREC helps to align strategies and ensure that cybersecurity rules are applied consistently across Europe.

Within BEREC, the Cybersecurity and Resilience Working Group is focused on the exchange of best practices and developing recommendations for mitigating the network security threats stemming from both natural and man-made causes. The national regulatory authorities, which oversee national communications infrastructures and interact daily with network operators provide essential insight that keeps BEREC’s work practical and effective.

By supporting this wide network of partners and turning plans into action, BEREC strengthens the security and resilience of Europe’s communications systems. The result is more reliable connectivity for citizens, businesses and public services across the continent and greater trust in digital services.
