Alexander Thelen
Federal Network Agency - GermanyAlexander Thelen is Legal Advisor in the international department of the Bundesnetzagentur, the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway (BNetzA). He is responsible for the coordination of international telecoms files. In particular, he follows files related to market regulation, incentivisation of Very High-Capacity Networks deployment and sustainability.
Alexander joined BNetzA in 2012 in its legal office, where he was mainly responsible for litigation of appeals against regulatory decisions in the field of telecoms. From 2015-2021, Alexander was seconded to the European Commission’s Directorate General for Communications Networks, Content and Technology as a national expert. There, he worked mainly on notifications of regulatory measures under Article 32/33 of the European Electronic Communications Code (formerly Article 7/7a Framework Directive).
Alexander holds a law degree from the University of Bonn, Germany, and a Master of Laws degree from Tulane University in New Orleans, USA.
