Leonie Allen

Commission for Communications Regulation - Ireland

Leonie Allen is a senior manager and economist with over 25 years’ experience in consumer protection, electronic communications regulation and competition driving policy making and implementation.

Leonie joined the Commission for Communications Regulation (ComReg) in 2000 and is the Head of Retail Policy since 2018. Leonie currently leads on electronic communications and premium rate end-user policy, oversees activities of the Consumer Policy team who ensure consumer measures are appropriate, contributes to external networks/forums and engages at European and national level contributing to policy and legislative developments in respect to electronic communications and the digital ecosystem.

Within ComReg Leonie has worked in a variety of roles and led complex projects, designed regulatory solutions which bring benefits to end users, including, mobile termination and fixed home telephony services pricing, setting cost of capital, market analysis, access and ex-ante regulation, design of universal service policy in the context of the Governments National Broadband Plan, and the application of competition law.

Previously, Leonie worked as an economist in mergers and enforcement at the Irish Competition Authority (now the Irish Competition and Consumer Protection Commission) and was a Research Fellow at the Department of Economics and National Centre for Tourism Policy Studies, University of Limerick, Ireland.

Leonie holds an honours Bachelor of Arts degree in Economics/Spanish and a Master’s in Economics from University College Cork, Ireland, a Postgraduate Diploma in Business Studies from University College Dublin, Ireland, an Advanced Diploma in Applied European Law from the Law Society of Ireland, and professional Diplomas in Leadership and Executive Coaching.
