The cooperation between BEREC and EMERG started in 2012, with the first contacts that aimed at establishing an institutional framework targeting the organization of activities that contributed to the expert information sharing on subjects of common interest. During the 2013 EMERG Plenary (February 2013), it was decided to establish an active and permanent dialogue with different entities, such as regional regulatory networks and, in this context, close cooperation with BEREC remained a key-driver element.

In line with this, during 2013, the BEREC-EMERG cooperation channel was successfully developed through different activities, such as: the participation of the EMERG Chair at the BEREC Plenary (Ljubljana, 7-8 March 2013), the organization of the first BEREC-EMERG joint workshop on enforcement and judicial review of NRAs Decisions (Brussels, 2-3 December 2013), the meeting of Senior Officials on the Southern Mediterranean dialogue on electronic communications and information society (Athens, 18-19 November 2013), etc.

In order to further stregnthen the cooperatiomn both sides considered formalising the BEREC-EMERG cooperation through a Memorandum of Understanding, which is presented for approvel by BEREC during the 18th meeting of the Board of Regulators (Stockholm, 27-28 February 2014).
