BEREC Report on Enabling the Internet of Things
Within the ongoing review and DSM process it should be assessed whether and, if so, to what extent the existing rules which were primarily construed for voice telephony do also fit to Machine-to-Machine (M2M) communications or not.In view of the Digital Single Market (DSM) review, BEREC considers that, in general, no special treatment of IoT services and/or M2M communication is necessary, except for the following areas:
- Roaming;
- Switching;
- Number portability.
With regard to privacy, BEREC sees the need for a careful evolution – but not an entire overhaul – of the existing EU data protection rules. This assessment does not preclude that within the DSM review further areas for amendments of the regulatory framework taking into account the peculiarities of IoT services and/or M2M communication might be identified. No need for a European numbering scheme for M2M communication has been identified.
