Public consultation on the draft BEREC guidelines on common criteria for the assessment of the ability to manage numbering resources by undertakings other than providers of electronic communications networks or services and of the risk of exhaustion

During its 39th plenary meeting (12-14 June 2019, Ghent) the Board of Regulators approved the draft BEREC guidelines on common criteria for the assessment of the ability to manage numbering resources by undertakings other than providers of electronic communications networks or services and of the risk of exhaustion of numbering resources if numbers are assigned to such undertakings for public consultation.

By 21 June 2020 BEREC shall adopt the above mentioned Guidelines, in order to contribute to the consistent application of paragraph 93(2) of the European Electronic Communications Code.

The Guidelines should facilitate the NRAs’ assessment in MS that will decide to allow the assignment of numbers to undertakings other than providers of electronic communications networks or services (non-ECN/ECS), hence contributing to regulatory clarity for the market, as well as consistency throughout the EU. They should therefore cover all kind of services and numbers, including M2M services and possibly provided special numbering resources for such services. They should also consider possible impacts in case the numbering resources are assigned to undertakings other than providers of ECN/ECS with extra-territorial use rights.

All stakeholders were invited to submit their inputs on the draft guidelines by 28 August 2019 17:00 CET to [email protected] . Contributions should preferably be submitted in English. 

In accordance with the BEREC policy on public consultations, BEREC will publish a summary of all received contributions. All contributions will be published on the BEREC website, taking into account requests for confidentiality. Any such requests should clearly indicate which information is considered confidential.
