Draft BEREC Report on access conditions to State aid funded networks

In recent years, the deployment of FTTB/FTTH networks across the European Union has been significantly supported by public funding, particularly through the Recovery and Resilience Facility. These interventions have played a key role in extending high-capacity connectivity to areas where market-driven investment alone would not have been sufficient. In this context, ensuring effective wholesale access under fair and non-discriminatory conditions for State aid-funded infrastructure has become a central element for promoting sustainable competition and efficient use of public resources. In this way, effective deployment could advance in underserved areas, moving connectivity forward, towards reaching the gigabit network coverage for all EU households by 2030.

Against this background, BEREC has launched a data collection exercise among NRAs to better understand the approaches adopted across Member States regarding wholesale access obligations and pricing conditions in FTTB/FTTH networks supported by State aid. The questionnaire gathered information on access products, pricing methodologies, implementation practices, and monitoring mechanisms.

This report presents an overview of the responses received, with the objective of sharing practices that contribute to improving future NRAs’ interventions and harmonising approaches regarding wholesale access obligations and pricing for State aid network deployments across Europe.
