BEREC summary report of the BEREC external workshop on migration and copper switch-off in light of the DNA proposal
On 17 March 2026, the Body of European Regulators for Electronic Communications (BEREC) hosted a Workshop on migration and copper switch-off in light of the European Commission (EC) proposal for a Digital Networks Act (DNA).
Migration and copper switch-off have been a strong focus for BEREC in recent years. Indeed, BEREC worked on various aspects of policy and implementation of migration to fibre and the switch-off of legacy copper networks over the last years. Most recently, in June 2025, BEREC published a BEREC Progress Report on managing copper network switch-off . In 2023 BEREC held a workshop with a focus on the specific needs of end-users in the context of migration and switch-off and published a relatedOn this backdrop, the BEREC workshop brought together distinguished experts from academia, telecoms industry, NRAs, the EC to discuss the topic.
