BEREC external workshop on the implementation of Equivalence of Inputs by National Regulatory Authorities
On Tuesday, 24 November 2026, from 10:00 to 16:00 CET, BEREC will hold an external stakeholder workshop on the implementation of Equivalence of Inputs (EoI) by National Regulatory Authorities (NRAs), organised by the BEREC Remedies and Market Monitoring Working Group (RAMM WG), co-chaired by Annegret Groebel (BNetzA, Germany) and Marco Benacchio (AGCOM, Italy). The workshop will be hybrid, held at the IRG premises, Rue de la Science 14a, B-1040 Brussels and online.
Background
With this workshop, BEREC is taking a close look at the implementation of EoI in the relevant markets. Due to the new scope of the Gigabit Access Recommendation of 2024 and the increased reliance on non-discrimination obligations imposed on SMP operators, the issue of EoI has gained relevance in ensuring competition from alternative operators.
Aim
BEREC organises this external workshop to hear the different views on the subject from the relevant stakeholders. BEREC also aims to get insights and views regarding the relationship between EoI and Equivalence of Output (EoO) in practice, as well as the impact on market dynamics.
Workshop format
Following a short introduction by the RAMM WG Co-Chairs on the subject of the Workshop, NRAs will present several case studies, which will be commented on by a discussant from a stakeholder association. The workshop will close with a wrap-up and lessons learnt.

BEREC’s work in relation to remedies and market monitoring
The Remedies and Market Monitoring Working Group provides guidance for the effective and consistent implementation of remedies and to create transparency through market monitoring. Among others, it includes the development of best regulatory practices, ensuring national regulators take a consistent approach to implementing, in particular, remedies imposed on significant market power operators to further the development of the internal telecommunications market in Europe and national markets to be effectively competitive. The group also monitors the application of European Union-wide regulations and defines data collection methodologies, for example, for mobile and fixed voice termination rates, where single maximum Union-wide rates have been set. Regularly, the group calculates the WACC parameters to provide incentives for efficient investments into high-speed broadband networks with quality coverage, and both promote and serve consumer interests to use fast internet access.
