BEREC opens public consultation on its Work Programme 2027

At a public debriefing on 19 March 2026, BEREC highlighted its early call for input to the draft Work Programme 2027, urging stakeholders and interested parties across Europe to submit their proposals by 15 April 2026.

The call, launched ahead of the debriefing, invites all stakeholders to help shape the regulatory priorities that will define BEREC’s agenda for the year ahead. Incoming BEREC Chair Alejandra de Iturriaga (CNMC, Spain) has called on industry and civil society stakeholders, as well as public authorities to actively engage in the process. Once contributions have been reviewed, BEREC will publish the draft Work Programme 2027 for public consultation in October 2026, with the final version to be adopted by the Board of Regulators in December 2026.

BEREC Stakeholder Forum – meet our experts in person

Stakeholders will have a further opportunity to engage directly with leading BEREC experts on 31 March 2026, at the 14th BEREC Stakeholder Forum in Brussels. Following the morning ‘Meet & Greet’ sessions, with the BEREC Working Group Co-Chairs, the day will continue with a conference. Incoming BEREC Chair Alejandra de Iturriaga will explain BEREC’s priorities for the coming years and invite stakeholders to contribute to the Work Programme 2027, and together with the BEREC Chair Marko Mišmaš (AKOS, Slovenia), will be available to hear stakeholder views and address questions on both current and future BEREC priorities. The BEREC Stakeholder Forum will continue with an institutional panel and an industry debate on the future of networks and services and will conclude with the keynote address of Henna Virkkunen, Executive Vice-President of the European Commission on the forthcoming Digital Networks Act and Europe’s broader digital policy agenda. Roaming without borders – BEREC updates its Roaming guidelines

BEREC has launched a public consultation on the revised guidelines for both retail and wholesale roaming, marking a milestone in the geographical expansion of seamless mobile connectivity with the extension of the EU’s Roam Like At Home (RLAH) area beyond its current borders to encompass Ukraine and Moldova, reflecting the growing integration of these countries into the European digital space. The updated guidelines will support national regulatory authorities (NRAs) in overseeing compliance with the Roaming Regulation across their jurisdictions, ensuring consistent application of the rules throughout the EU. While they complement the legal framework established by the Roaming Regulation, the guidelines do not constitute an official legal interpretation of its provisions. Stakeholders are invited to submit their contributions to the consultation by 17 April 2026.

A global perspective of Europe’s digital connectivity

Understanding where Europe stands on connectivity, network quality and competitiveness compared with the world’s major economies is at the heart of a new draft BEREC fact-finding report, which is now open for public consultation. Based on a broad international comparison, the report offers a comprehensive picture of Europe’s digital landscape – from network performance, pricing and market openness through competition to regulatory approaches and financial conditions. The results highlight both Europe’s digital strengths and the areas where further progress is needed. The EU leads globally on latency, benefits from significantly lower broadband prices compared to key benchmark countries, and its operators generally achieve returns above their cost of capital. While results differ across member states, the EU’s top performers stand out on the global stage, thanks to a regulatory framework that fosters both competition and investment in connectivity. Stakeholders are invited to share their views by 8 May 2026.

Web 4.0: state of play and upcoming challenges

Web 4.0, including virtual worlds, represents the 4th internet generation of internet services, bringing with them new challenges and opportunities for electronic communications providers. This draft BEREC report, now open for public consultation, explores what these evolutions, at an early phase of development, could mean for the telecoms sector. The analysis focuses on advanced connectivity challenges, the potential role, uncertainties and emerging possible business cases for electronic communication providers, as well as prospective regulatory implications. It presents a broad range of use cases enabled by these technologies – from industrial and urban digital twins to immersive collaboration, entertainment, education and tele-operated mobility. The document also underlines the importance of a predictable, technology-neutral regulatory approach fit to encourage investment, while keeping the digital ecosystem open, secure and user-centric. Finally, the draft report highlights the role of regulators in actively monitoring developments in this space and clarifying how the existing regulatory framework applies to Web 4.0 related connectivity and services. The public consultation is open until 20 April 2026.

EU Digital fitness check & Digital Omnibus

BEREC has adopted a response to the European Commission’s Digital Fitness Check (which aims to ensure that the EU’s digital rules are effective, proportionate and fit for the future) and Digital Omnibus (which aims, inter alia, to amend and streamline the European data regulatory framework). The response focuses specifically on the cloud-related provisions under the Data Act, and BEREC puts forward some concrete proposals to ensure their harmonised implementation across Europe. The proposals include developing a common interpretation of the provisions, providing technical advice for the development of standards and the adoption of common specifications, issuing guidelines, assisting the EC in monitoring market dynamics, and more generally in providing a forum for cooperation among competent authorities on a variety of topics concerning the implementation of the Data Act.

BEREC strongly welcomes the Digital Fitness Check and the Digital Omnibus proposal and looks forward to contributing to it along the process. BEREC supports a more streamlined and efficient interplay between the digital regulatory frameworks, such as Data Act, the Digital Markets Act and the Digital Networks Act.

Upcoming BEREC events

14th BEREC Stakeholder Forum on 31 March 2026 at Maison de la Poste in Brussels and online. This major annual public event gathers top-level telecom professionals, experts, policy-makers and businesses to discuss topics of interest for the future. It provides an opportunity for stakeholders to meet the BEREC Working Group Co-Chairs in person. This year, the focus will be on the Digital Networks Act and its implications for investment, market dynamics, and the evolution of future networks and services in Europe. Registration is still ongoing. The transcript and livestream recording will be posted on the BEREC website after the event.

BEREC will host a workshop in the second quarter of 2026, focusing on ensuring equivalent access and choice regarding accessibility. This event will take place at the IRG Secretariat in Brussels and aims to discuss for the implementation of the requirements for the electronic communications services established in the European Accessibility Act (EAA), which came into force in June 2025. In the event, BEREC will bring together end-users, industry representatives and regulators. The workshop will be a first step toward an upcoming BEREC report that will identify the measures implemented across Member States to meet the accessibility requirements established in both the EAA and the European Electronic Communications Code (EECC). Date for the workshop yet to be confirmed.

On 21 May 2026, BEREC will hold a workshop on combating fraud with the relevant stakeholders from around the globe, hosted at the IRG Secretariat in Brussels. The workshop responds to the growing wave of smishing and vishing attacks documented over the past few years. It will serve as an initial step toward a forthcoming BEREC report that identifies the status of fraud-related developments and the most relevant challenges to be addressed. Building on the collaborative work undertaken with ENISA, the workshop will bring together NRAs, electronic communications providers, equipment vendors and key European institutions – including the European Commission and Europol – with the ultimate aim of developing best practices on combating fraud across both the public and private spheres.
