Draft Decision of the BEREC Office MC on proposal No 2 to the MC for transfer from Title 2 to Title 3 in the BEREC Office Budget and on the adoption of financing decisions for sector specific studies and organisation of BEREC and BEREC Office events

The BEREC Office launched a consumer research on net neutrality, the results of which will be ready in January 2015. In order to fully assess the results of the afore-mentioned research and to obtain additional evidence on the impact of net neutrality issues on consumers, the Net Neutrality EWG has requested the BEREC Office to commission additionally a desk research, which can be executed under an existing Framework Contract within the budget of the BEREC Office for 2014.

The BEREC Office is also willing to launch a sector specific study to be used as an input to the BEREC WP 2016. Additionally, following a decision of the BEREC Chair the location of the last plenary for 2014 has been changed, which requires a change in the existing financing decision for organising events.

To implement these 3 activities the BEREC Office will need also transfer of financial resources from the underspent Title 2 “Administrative Expenditure” to Title 3 “Operational Expenditure” in the Budget for 2014. In that respect the BEREC Office Administrative Manager tabled a formal proposal for the afore-mentioned transfers, which would ensure that the full amount necessary for financing all these activities is available in Title 3.

The proposal for transfers of appropriations, as well as the draft amended financing decisions are submitted to the BEREC Office MC for approval by electronic voting procedure.
