On 7 March 2014, the Commission registered a notification by the Estonian Regulatory Authority, Estonian Competition Authority (ECA), concerning remedies in the market for call termination on individual public telephone networks provided at a fixed location in Estonia (market 3) under case number EE/2014/1572.

On 7 April 2014, pursuant to Article 7a of the Framework Directive (Directive 2002/21/EC), the Commission informed ECA and the Body of European Regulators for Electronic Communications (BEREC) of its reasons for considering that the draft measure would create a barrier to the internal market and communicated its serious doubts as to compatibility of the proposed measure with EU law.

In that respect, as required by Article 3(1)(a) of the BEREC Regulation (Regulation (EC) № 1211/2009) and in relation to Article 7a of the Framework Directive, on 22 May 2014 BEREC prepared its opinion, which was adopted by electronic voting procedure on 22 May 2014.

The current report contains information on the outcome of the proceedings and is intended for internal use only.
