Notice for the launch of public consultation on the document on Common Characteristics of Layer 2 Wholesale Access Products in the EU

The draft BEREC Report on Common Characteristics of Layer 2 Wholesale Access Products in the European Union was approved for public consultation at the BEREC Board of Regulators meeting in Bergen, Norway on 4 June 2015.

In recent years several NRAs have imposed access to (active) layer 2 (Ethernet) wholesale access products as a remedy on the wholesale local access market and/or the wholesale broadband access market. In order to get a deeper insight into these products and to foster the exchange of experiences and contribute to the harmonisation of regulatory instruments used in the European Union, this document firstly aims to give an overview of the L2 WAP of ten European countries and secondly it aims to identify common characteristics of the L2 WAP of these ten countries.The analysis is descriptive and does not aim at being normative or recommend a best practice.

The role of public consultation is to increase transparency and to provide BEREC with valuable feedback from the stakeholders. In accordance with the BEREC policy on public consultation, BEREC will publish a summary of all received contributions and an explanation as to how the views expressed by the stakeholders were taken into account in the final report, respecting the confidentiality requests (if any).

BEREC will publish all individual contributions on its website, taking into account stakeholders’ explicit requests for confidentiality (if any), which should be clearly indicated in the contributions submitted. It is also possible to send both a confidential and a public version.The public consultation will run from 8 June to 10 July 2015. All stakeholders are invited to send their contributions by 10 July 2015 to e-mail: [email protected], preferably in English in order to speed up their processing.
