BEREC workshop to examine submarine cable connectivity, competition and future challenges
On 9 December 2025, from 14:00 to 17:10 CET, BEREC will host an online public workshop on submarine cable connectivity: Competition & market dynamics, ex-ante economic regulation and future challenges. Building on the findings of the draft BEREC Report on submarine cables connectivity in Europe, the workshop will bring together different international regulatory networks and relevant stakeholders to exchange practical experiences and perspectives on:
- Market competition and dynamics in submarine cable connectivity;
- The application of ex-ante economic regulatory regimes;
- Main emerging and future challenges.
The event will feature multiple presentations, keynote speeches, panel discussions, and interactive Q&A sessions. Interested stakeholders are invited to join the conversation and register by 7 December 2025.
BEREC’s ongoing work on submarine cable connectivity
Submarine cable infrastructure plays a pivotal role in Europe’s digital ecosystem. These networks not only ensure the continent’s international connectivity but also underpin national connectivity for insular and remote regions, supporting social and economic cohesion across territories. The European Commission’s Recommendation on Secure and Resilient Submarine Cable Infrastructures emphasises the need to strengthen the security, resilience and capacity of Europe’s submarine cable systems. The Recommendation underscores that these infrastructures are essential to Europe’s economies, digital sovereignty and long-term digital inclusiveness.
This workshop forms part of our continued efforts to support knowledge-sharing on critical connectivity infrastructure and to contribute to the global discussion on secure, resilient and sustainable submarine cable systems. The final BEREC Report on submarine cables connectivity in Europe is expected to be published in mid-December 2025. Hear more about it at the upcoming BEREC Public debriefing.
