Early Call for Inputs on the BEREC Work Programme 2027

Background

BEREC serves as a forum for proactive debate and technical expertise, providing essential advice to the European Parliament, the Council, and the European Commission in the field of electronic communications and digital services. BEREC remains dedicated to the consistent and harmonised application of regulatory rules, enhancing working methods, and fostering effective engagement with all stakeholders.

In January 2026, BEREC adopted its Outline Work Programme 2027. This planning document is built upon the mandatory tasks defined by the European Electronic Communications Code (EECC), prioritising the consistent implementation of the regulatory framework across the Union.

In alignment with the BEREC Strategy 2026-2030, the BEREC Work Programme 2027 must be consistent with these five strategic pillars:

  • Priority 1: Promoting full connectivity and the Digital Single Market.
  • Priority 2: Supporting competition-driven and open digital ecosystems.
  • Priority 3: Empowering end-users.
  • Priority 4: Contributing to sustainable, secure, and resilient digital infrastructures.
  • Priority 5: Strengthening BEREC’s capabilities and continuous improvement.

Aim

The incoming BEREC Chair Alejandra de Iturriaga Gandini (CNMC, Spain), invites all stakeholders and interested parties to submit project proposals for consideration in the BEREC Work Programme 2027.

Format of contributions

To ensure a structured and consistent assessment of all contributions, we kindly invite you to submit your input using the Excel template.

The first sheet contains general guidance on how to complete the template, while the second sheet is intended for the submission of your proposals.

Submit your contributions

Please submit your contributions via email to [email protected] by Wednesday, 15 April 2026 (EoB) using the excel template provided.

Contributions should be sent preferably in English.

After submitting the contribution, an acknowledgement email will be sent. If this confirmation e-mail is not received, the submission of the contribution was not successful, and it should be submitted again.

All stakeholders are strongly encouraged to submit their contributions as early as possible. Contributions received after the above-mentioned deadline will not be taken into account.

Timeline and Next Steps

In line with the adopted practice and in accordance with Article 21 of the BEREC Regulation, after considering the proposals received through this early call for inputs, BEREC will publish the draft BEREC Work Programme 2027, which will be subject to a public consultation in October 2026.

The final BEREC Work Programme 2027 will be adopted by the Board of Regulators in December 2026. BEREC will publish and transmit the final Work Programme to the European Parliament, the Council and the European Commission.
