Johan Keetelaar

Senior Advisor Oxera

Johan Keetelaar is a senior advisor at Oxera. He works in the area of regulation and competition, with a particular focus on telecommunications and digital markets.

Johan, who has a master’s degree in econometrics from the University of Amsterdam, has spent most of his career working in the digital, telecoms and transport sectors, including more than 15 years as a strategic leader in competition and sector-specific regulation. More recently, he worked as a digital practitioner at Meta (Facebook). Johan spent more than 15 years at the Authority for Consumers & Markets (the Dutch competition and regulatory authority), as well as at one of its predecessors (the OPTA) where he was Director of Transport, Telecoms and Post, and Director of Competition and a member at BEREC, the group of EU telecom and digital regulators. In that capacity, he was involved in several landmark Dutch and European regulatory market reviews, cases and studies.

Prior to joining Oxera, Johan was a Director of Economic Policy and Head of Connectivity and Access Policy in the EMEA region at Meta for four years. While at Meta, Johan built and led a team that worked on many of the most important telecoms and digital regulatory issues of today.

Last year Johan was appointed as an adjudicator on Ireland’s National Regulatory Authority’s (ComReg) Adjudication Panel.
