Counsellor Permanent Representation of Ireland to the EU

Frank Gallagher, Counsellor leads the Attaché team in the Permanent Representation (Perm Rep) of Ireland to the European Union representing Ireland at the Telecommunications & Information Society, Postal, Audiovisual & Media, Sport and Cultural Affairs Council Working Parties. Prior to his posting to the Perm Rep, he served in Ireland’s Digital Connectivity Office in the Department of Communications which oversees Ireland’s national fibre broadband rollout. Frank previously served at Principal Officer level in the Planning Policy and Circular Economy Divisions of Ireland’s Departments of Housing and Environment, respectively. During Ireland’s 2013 Presidency of the Council of the European Union, Frank served on the Chemicals Working Party on International Environmental Issues (WPIEI) and participated in the final negotiations of the Global Mercury Treaty (INC5) as financial mechanism lead.

Frank holds a Masters in Comparative Politics and an M(Econ)Sc in Public Policy Analysis from the National University of Ireland (NUI).
