Elsa Sependa, Head of Public Policy for Europe, leads GSMA efforts to advance the mobile industry’s collective public policy interests at the EU and national level. She focuses on establishing regulatory positions, developing and executing engagement strategy, and on stakeholder outreach.

Before joining GSMA in 2025, Elsa served as Senior Legal Counsel to AT&T, where she supported the company’s international external affairs group in the EMEA region. Prior to that, Elsa practised as a competition lawyer in the Brussels and London offices of two major international law firms.

Elsa holds an LLB in Law from the University of Nottingham.
