Maria Nogueira is currently Wholesale Regulation Manager at Telefonica España. With over 25 years of experience in the electronic communications sector, her expertise covers wholesale access regulation, market analysis under the European framework, spectrum assignments, measures against spoofing and irregular traffic, and strategic positioning on national and European regulatory proposals, including contributions related to the European Electronic Communications Code and BEREC initiatives. She has coordinated at Telefónica the regulatory obligations arising from the copper network switch-off, overseeing the complex migration process to fibre, compliance with CNMC requirements, and the successful completion of this pioneering decade-long transition in Spain, which positioned Telefónica as a leader in legacy network decommissioning across Europe.

She holds a degree in Telecommunications Engineering and an MBA from IESE Business School.
