The approval of the General Budget of the EU, including the Budget of the BEREC Office, for 2015 by the budgetary authority has been delayed. In that respect, in order to fulfil its obligations towards the staff in terms of salary payments, the BEREC Office shall apply the provisions of Article 18 of the BEREC Office Financial Regultion (Decison MC/2014/1) to commit payment appropriations on anticipated budget 2015. In accordance with instructions introduced by the Commission services (DG BUDG) each concerned administrative budget line has to be entered based on the lower amount between the Draft Budget 2015 and the voted appropriations related to budget 2014 (amending budgets and transfers included). The commitment appropriations have to be entered at the level of 3 twelfths of the base, and payment appropriations have to correspond to one twelfth of the base. Based on estimates for salary January 2015, the payment appropriations of one provisional twelfth on the relevant chapters will not cover the BEREC Office’s obligations.Therefore, in order to ensure fulfilling of obligations towards the staff for the payment of the salaries for January 2015, in compliance with the provisions of Article 18 (5) of the fore-mentioned Regulation, the BEREC Office Administrative Manager has requested the authorisation of the MC for salary expenditure in chapters 11 and 12 in excess of one provisional twelfth but not exceeding the total of four provisional twelfths both for commitments and for payments.
