BEREC Office premises in Riga
In accordance with Article 2(5) of Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office) – the ‘BEREC Regulation’ – the BEREC Office is located in Riga, Latvia.

On 24 February 2011, in Riga, the BEREC Office and the Government of the Republic of Latvia signed the Seat Agreement, establishing the main provisions for cooperation between the BEREC Office and the host state, the Republic of Latvia. On 21 December 2020, the BEREC Office and the Government of the Republic of Latvia signed a new Headquarters Agreement, which entered into force on 15 June 2021, and replaced the aforementioned Seat Agreement.
The new Headquarters Agreement governs all arrangements concerning the accommodation to be provided for the BEREC Office in the Republic of Latvia and the facilities to be made available by that Member State to the Director, members of the Management Board, the BEREC Office staff and members of their families. Moreover, the BEREC Office and its staff members have been accorded additional privileges and immunities by the Headquarters Agreement.
European Union Agencies Network
The BEREC Office, being a European Union (EU) Agency, is a member of the EU Agencies Network, created by the Heads of Agencies to provide a forum for coordination, information exchange and agreement of common positions on issues of common interest. The EU Agencies Network was set up in 2012 to form a more in-depth and strategy-oriented cooperation between EU Agencies and Joint Undertakings and provide a platform for exchange for the network members on areas of common interest, such as communications information and communications technology or procurements.
Each year, an EU Agency takes over the role of chairing the network and prepares a work programme for its chairmanship. Moreover, the work of the EU Agencies Network is built on the overarching strategy. Currently, the 2021-2027 Strategy for the EU Agencies Network is in place, outlining the vision, mission and strategic priorities.
