BEREC external workshop on migration and copper switch-off in light of the DNA

On Tuesday, 17 March 2026, from 09:15 to 17:00 CET, BEREC will organise an external workshop on migration and copper switch-off in light of the Digital Networks Act (DNA), taking place at the IRG Secretariat, Rue de la Science 14A, in 1040 Brussels, Belgium, and online.

Background

Migration to very high-capacity networks and copper switch-off has been a strong focus of BEREC in recent years and is an ongoing and accelerating process. How to manage switch-off and migration from copper to fibre networks will be key for Europe to achieve its 2030 connectivity targets.

In June 2025, BEREC published the Progress Report on managing copper switch-off (BoR (25) 66). Due to strong stakeholder demand and the growing importance of the topic for regulators across the European Union (EU), BEREC continues to work on this subject, with a focus on how to ensure that competitive dynamics are maintained during the switch-off and migration processes and the new proposal for a DNA.

In EU Member States where migration and switch-off have already advanced well, this process had important consequences for competitive dynamics, which need to be considered in order not to lose competitive dynamics in the market.

Moreover, the European Commission (EC) published a proposal for a DNA in January 2026. In the legislative proposal, one area of major changes vis-a-vis the European Electronic Communications Code are the rules governing migration and copper switch-off, with the aim of further facilitating and speeding up the process of migration and switch-off.

Aim

BEREC organises this public workshop to bring together different stakeholders to share knowledge and experience, and to discuss:

  • how to preserve the competitive dynamics of the market during and after switch-off;
  • the challenges arising from different categories of end users;
  • first impression about the DNA proposal regarding the rules related to copper switch-off;
  • EC’s presentation of the DNA proposal.

The workshop will be an opportunity for stakeholders to present their view on how the process should be organised.

This workshop will be followed by an internal workshop, which will be an opportunity for national regulatory authorities to share best practices and further challenges during the switch-off and migration processes.

BEREC's work on fixed network evolution

The area of expertise of the BEREC Fixed Network Evolution Working Group is the continuous evolution of fixed electronic communications networks which include, for example, the rollout of fibre closer and closer to the consumers, the deployment of new access technologies, migration of customers to those new networks and the related switch-off of legacy networks, state aid for broadband networks and the facilitation of networks deployment under the Gigabit Infrastructure Act.
