Procurement Plan 2022 of the Agency for Support for BEREC (BEREC Office) v.1.0

Procurement in the context of the activity of the BEREC Office means the acquisition by means of a contract of works, supplies or services and the acquisition or rental of land, buildings or other immovable property on its own account. The rules applicable to public procurement at the BEREC Office are defines in Regulation (EU, Euratom) 2018/1046 on the financial rules applicable to the general budget of the Union (General Financial Regulation). These rules are widely based on the rules set out in Directive 2014/23/EU on the award of concession contracts and Directive 2014/24/EU on public procurement.

Principles

When awarding a contract, the BEREC Office follows the principles of transparency, proportionality, equal treatment, non-discrimination, sound financial management and ensuring competition to the extent possible.

Thresholds

The choice of the procurement procedure depends mainly on the threshold amounts, as follows:

*The Directive thresholds indicated in the table are the euro equivalents of the amounts laid down in SDR (special drawing rights – a virtual currency made up of a number of currencies (euro, dollar, yen and pound sterling) and used as a unit of account by the International Monetary Fund)

Transparency

To ensure transparency of its procurement procedures the BEREC Office uses the specialized electronic edition of the Official Journal of the EU for procurement – TED e-Tendering, the BEREC website and social media. The BEREC Office always publishes well in advance its procurement plan, which should be used as the main source of information by the economic operators for the forthcoming procurements.

TED eTendering is an EU institutions' eProcurement platform based on EU Directives on public procurement. Allowing free electronic access to call for tenders' documents such as contractual documentation, technical specifications, annexes, questions and answers etc., TED eTendering effectively represents an added-value extension to TED (Tenders Electronic Daily), the online version of the "Supplement to the Official Journal of the European Union".

e-Tendering is also used for the electronic exchange of information between the BEREC Office and the potential contractors, as well as for the electronic submission of documents in response to call for tenders.
