“For over twenty years, our focus has been on bringing as much competition as possible to the market, to get better service, more innovation, lower prices and more investment; a strategy which has been very successful. Now we’re entering a new phase, and BEREC is open to dialogue with its stakeholders on how best to facilitate the European communications sector to operate and thrive in this digital transformation era,”

outlined BEREC Chair Robert Mourik (ComReg, Ireland) in his capacity as speaker for the high-level panel discussion European Digital Space: Challenges, Opportunities, and Threats at Digital Summit Latam 2025.

The BEREC Chair spoke of the importance of collaborative regulation to ensure markets are competitive and inclusive. He highlighted BEREC’s role in supporting competition, promoting investment in digital infrastructure and safeguarding consumer rights. He also addressed the increasing number of challenges posed by cybersecurity threats and the growing competition from entities outside the traditional communications sector, stressing the need for a balanced regulatory approach that fosters innovation and prevents negative market distortions. He went on to underline the significance of transparent and fact-based dialogue with stakeholders which he considered will tackle these digital challenges and ensure that European communications regulation remains effective and future-proof.

As evidence that BEREC embraces forward-looking, new technological advancements and a digital future of endless possibilities, Robert Mourik reminded the audience of BEREC’s role this year in providing technical advice to the policymakers and European institutions undertaking the review of the European Electronic Communications Code, which will shape the future of European electronic communications.

The panel brought together key experts and policymakers to discuss Europe’s evolving digital landscape and focused on regulatory challenges, innovation opportunities and potential risks.

The summit also featured a “flash session” on the Draghi Report, moderated by Verena Weber, Director of the BEREC Office, with participants giving insights into the recommendations of the report and their implications for Europe’s digital and economic future.
