In July 2025, the Council adopted decisions to integrate Moldova and Ukraine into the ‘roam like at home’ area, effective as of 1 January 2026.

BEREC is required to establish and subsequently maintain databases of numbering resources for Value Added Services (VAS), the means of access to emergency services, including public warning mobile applications, in accordance with Article 16 of Regulation (EU) 2022/612 of the European Parliament and of the Council of 6 April 2022 on roaming on public mobile communications networks within the Union – the Roaming Regulation.

To comply with Article 16 of the Roaming Regulation, the Agency for Support for BEREC (BEREC Office) plans to update VAS, the means of access to emergency services, including public warning mobile applications, at the beginning of December 2025 with the necessary information provided by Ukrainian and Moldovan national regulatory authorities. This ensures the correct and timely establishment and maintenance of the databases used by operators and stakeholders.
