Upcoming workshop on end users’ rights, transparency, and best practices

Engaging end users in today’s rapidly evolving digital ecosystem is more important—and more complex—than ever. While innovation and competition among digital service providers have empowered consumers, they have also brought new challenges that require careful regulatory responses.
To address these developments, BEREC and BEUC (the European Consumer Organisation) will host a hybrid workshop on 15 October 2025 in Brussels. Participants will focus on key issues that impact the end-user experience. The workshop will cover subjects including the need for sector-specific consumer rights, clarity in contractual relationships, quality of service, network coverage, and the essential role of transparent information and awareness-raising practices.
The workshop will also explore the evolving role of regulators in ensuring user protection, promoting digital inclusion, and developing robust, consumer-centric policies.
Building on BEREC’s ongoing commitment
This event reflects BEREC’s ongoing efforts to strengthen consumer choice and empowerment. In line with the BEREC Opinion on the market and technological developments and their impact on the application of rights of end-users in the EECC (Article 123), the workshop will serve as a platform for exchanging valuable experiences to feed into the work to further advancing user protection across the EU.
By bringing together a diverse group of stakeholders—regulators, consumer advocates, service providers and policymakers—the workshop aims to generate actionable insights and explore potential legislative improvements, grounded in best practices that empower consumers in the digital age.
