Early call for input on the BEREC Work Programme 2025

BEREC is committed to serving as a body that provides relevant information and advice to the European Parliament, the Council and the Commission in the field of electronic communications. Similarly, BEREC seeks to engage cooperatively and effectively with stakeholders.

In January 2024, BEREC adopted its Outline BEREC Work Programme 2025, the objectives of which continue to be based on the general objectives set out in Article 3(2) of the European Electronic Communications Code (EECC), which can be summarised as follows:

  • Promote connectivity and access to and take-up of very high-capacity networks,
  • Promote competition in the provision of electronic communications networks and services (ECN/S), including efficient infrastructure-based competition,.
  • Contributing to the development of the internal market, and facilitating convergent conditions for, investment in ECN/S.
  • Promoting the interest of the citizens of the Union, by ensuring connectivity and the widespread availability and take-up of very high capacity networks.

The consistent implementation of the EECC continues to be at the forefront of BEREC's work. The BEREC Strategy 2021-2025 sets out three high-level strategic priorities, which are fundamental for BEREC to achieve the objectives set out in the EECC and to guide the work that BEREC will undertake in 2025. These strategic priorities are:

  • Strategic priority 1: Promoting full connectivity
  • Strategic priority 2: Supporting sustainable and open digital markets
  • Strategic priority 3: Empowering end-users

Having regard for BEREC’s Outline Work Programme 2025, its Strategy 2021-2025, and Action Plan for 2030, the incoming BEREC Chair, Mr Robert Mourik (ComReg, Ireland), now launches a Call for Inputs (CFI) by inviting all stakeholders and interested parties to submit proposals for projects to be incorporated in the BEREC Work Programme 2025.

Format of contributions

To assist in the collation, assessment and prioritisation of the proposals received, please follow the following format:

  • The title of the proposal,
  • Which of BEREC’s high-level strategic priorities, set out in its Strategy 2021-25, the project best addresses,
  • A short description of the project, which will allow BEREC to adequately consider its merits and any particular issues/developments the project is to address,
  • The preferred format of BEREC’s output, e.g. a report, workshop, guidelines, etc.
  • The name of the proposer, the organisation he/she represents and relevant contact details.

What happens next?

In line adopted practice and in accordance with Article 21 of the BEREC Regulation, after considering the proposals received through this CFI, BEREC will publish a draft BEREC Work Programme 2025, which will be subject to a public consultation that will run for a four-week period in October and November 2024.

The final BEREC Work Programme 2025 will be adopted at the last BEREC Board of Regulators meeting of the year, in December 2024. BEREC will publish and transmit the annual work programme to the European Parliament, the Council and the Commission as soon as it is adopted.
