Alejandra de Iturriaga Gandini, CNMC, Spain, elected as BEREC Chair for 2027

During its latest plenary meeting, held on 2 October 2025 in Sofia, Bulgaria, the Body of European Regulators for Electronic Communications (BEREC) elected its new Chair for 2027 - Ms Alejandra de Iturriaga Gandini from the Spanish National Commission on Markets and Competition (CNMC).
Alejandra de Iturriaga Gandini, currently serving as Director of Telecommunications and Audiovisual Sector at the CNMC, will take on the role of BEREC Chair on 1 January 2027. The heads of the EU Member State national regulatory authorities (NRAs) represented in the BEREC Board of Regulators (BoR) voted in the election.
The elected incoming BEREC Chair for 2027, Alejandra de Iturriaga Gandini, expressed her gratitude to her colleagues for their trust and support.
With a strong background in telecommunications regulation and European policy, Ms de Iturriaga Gandini has played an active role in BEREC’s work for many years, including by serving as a Vice-Chair in 2017, 2021 and in 2025. She actively participates in key international regulatory fora and maintains close collaboration with public and private stakeholders at national and European levels.

Alejandra de Iturriaga Gandini has a vast experience in the telecommunications and digital policy field. She joined Spain’s national regulatory authority almost 30 years ago as Deputy Director and Director of the Legal Department. In 2005, she became Director of the Regulation Department, responsible for checking and supervising market participants’ compliance with the regulatory framework, resolving conflicts between operators and developing general regulations and sanctioning procedures. Prior to being at the CNMC, Ms de Iturriaga Gandini was an Associate and Manager at Price Waterhouse Public and Tax Law, S.L., serving as the Head of the Area of Administrative Law, focusing on the utilities sector: telecommunications, transport, electricity and postal services.
Miniboard elections 2026
As well as electing its Chair, BEREC also elected its vice-chairs for 2026. Together with the incoming Chair Marko Mismas (AKOS, Slovenia) and the outgoing Chair Robert Mourik (ComReg, Ireland), the BEREC BoR elected the following Vice-Chairs:
- Klaus Steinmaurer (RTR, Austria)
- Michel van Bellinghen (BIPT, Belgium)
- Sarah Jacquier-Pelissier (Arcep, France)
- Giacomo Lasorella, (AGCOM, Italy)
Milan Radulovic (EKIP, Montenegro), representing a national regulatory authority from a non-EU country which participates in BEREC, was also elected as a representative without voting rights to the BEREC Miniboard for 2026. This role helps ensure the continued engagement and exchange of expertise with BEREC’s broader membership.
The BEREC Miniboard is responsible for the strategic planning and coordination of BEREC’s activities. Each member of the Miniboard holds responsibility and oversight for a specific area of BEREC’s work. The vice-chairs have two main roles: stepping in if the Chair is unavailable; and supporting specific clusters of BEREC working groups (WGs), as assigned by the Chair. In the year preceding their chairmanship, the incoming BEREC Chair is responsible for preparing the Annual Work Programme. In addition, the incoming Chair and their team are tasked with defining the discussion topics for the annual BEREC Stakeholder Forum, ensuring coherence between the organisation’s strategic priorities and its external engagement with stakeholders.
