14th BEREC Stakeholder Forum
BEREC is pleased to announce that the 14th Stakeholder Forum will take place on 31 March 2026 in Maison de la Poste, Brussels, Belgium. This annual event offers a unique opportunity for stakeholders from the telecommunications sector, policymakers, civil society and other interested parties to come together, exchange views and explore the latest developments shaping the telecom landscape in Europe.
At BEREC, we remain committed to promoting consistent and harmonised regulatory practices across Europe. Strengthening dialogue and cooperation with our stakeholders is essential to achieving this goal - and the Stakeholder Forum plays a key role in that process.
The day will begin with the traditional Meet & Greet sessions in the morning (exclusively for in-person attendees), followed by the main conference in the afternoon, and will conclude with a networking reception - a great opportunity to connect with industry peers and regulators.
The conference part of the Forum will be live-streamed on the BEREC website, as well as on our LinkedIn and YouTube channels. Online participants will also have the chance to engage in real time and submit questions to our speakers via an interactive tool.

Meet & Greet sessions
BEREC is excited to continue its tradition of hosting informal in-person Meet & Greet sessions - a unique opportunity for registered participants to connect directly with the Co-Chairs of all the BEREC Working Groups. These sessions are designed to spark meaningful exchanges on topics of mutual interest and provide insight into the Groups’ work and priorities. BEREC currently has 12 active Working Groups, each established by the Board of Regulators to carry out tasks outlined in the BEREC Work Programme. These expert Groups are responsible for drafting key BEREC documents, which are later discussed and adopted by the Board. The Working Groups are led by Co-Chairs - senior experts from the national regulatory authorities (NRAs) of EU Member States. Their main role is to guide and coordinate the work of their respective Groups.

Please note that seats are limited and allocated on a first-come, first-served basis. A waiting list will be available for sessions that reach full capacity.
Conference
The BEREC Stakeholder Forum offers a unique platform for engaging in discussions on the key issues shaping Europe’s digital future.
The conference opens with the keynote speech by Henna Virkkunen (the Executive Vice-President of the European Commission) on the European Commission’s vision for Europe’s Digital Decade. In her address, Ms Virkkunen will focus on the forthcoming Digital Networks Act and related topics such as the broader policy context, investment issues, and market dynamics that are all shaping Europe’s digital ecosystem.
Building on this strategic perspective, the incoming BEREC Chair 2027 Alejandra de Iturriaga (CNMC, Spain) will present the outline of the BEREC Work Programme 2027, aligned with the recently adopted BEREC Strategy 2026–2030. Together with the BEREC Chair Marko Mišmaš (AKOS, Slovenia), Ms de Iturriaga will listen to stakeholders, invite contributions to the draft Work Programme, and address questions on both current and future BEREC priorities.
The Institutional panel on Crafting Europe’s Next Digital Framework will bring together representatives from the European Commission, the European Parliament, the European Council, and BEREC to provide a comprehensive institutional perspective on Europe’s evolving digital policy landscape, with particular focus on the Digital Networks Act. Moderated by the BEREC Vice-Chair Giacomo Lasorella (AGCOM, Italy), with Renate Nikolay (EC), Frank Gallagher (Permanent Representation of Ireland to the EU) and with Michel Van Bellinghen (BIPT, Belgium) representing European regulators, the panel discussion will address the regulatory priorities as well as the technological innovations, investment challenges, and public policies that will shape Europe’s communications sector.
Erzsébet Fitori (the Executive Director of the Smart Networks and Services Joint Undertaking) will provide a high-level overview of emerging developments and their anticipated impact on the electronic communications sector. This will set the stage for the industry debate that will follow.
The discussion panel on When Networks Sense, Connect and Transcend will bring together market players to discuss the evolution of future networks and services and their potential impact on market dynamics. Moderated by the BEREC Vice-Chair Klaus Steinmaurer (RTR, Austria), the panel will include Mikael Back (Ericsson), Jordi Casanova (Amazon), Elsa Sependa (GSMA), and Alberto P. Marti (Open Nebula). The panel discussion will examine the business case and key developments driving this transformation. It will cover traditional telcos to network-as-a-platform providers, AI-native networks, network-sensing capabilities, quantum communications, the cloud-to-edge continuum, and direct-to-device connectivity, as well as the investment, deployment, and public policy considerations needed to ensure that technological progress translates into sustainable market impact.
